Cuts to the Bureau of Labor Statistics’ budget should have us all concerned.

Bring Back our National Statistics

The Bureau of Labor Statistics (BLS) is considering cutting more of its data reports, this time weighing the elimination of Import-Export Pricing Data. Far from saving tax-payers money, the potential cut will hobble the ability for both our government and our exporters to have the information they need to innovate and compete in a changing global marketplace.

The BLS’s Import-Export Pricing is a valuable part of its Price and Cost of Living report. The report collects data on goods entering and exiting the country and the prices of those goods by polling U.S. companies. The data gives producers vital information on trends in world prices and provides the public with information on U.S. inflation, economic output, and the overall well-being and competitiveness of American business.

Unfortunately, eliminating Import-Export Pricing is not an isolated example of the government’s growing information crisis. Across the board, budget cuts and sequestration has severely reduced efforts by the BLS, the Bureau of Economic Analysis, the National Science Foundation, the Department of Labor, and the Department of Commerce to produce timely and high-quality data to assess traded sector competitiveness. DOE Proposes Expanding High Impact Energy Innovation Incubator Program

Buried in the President’s FY2014 budget proposal is an interesting reform that could impact energy innovation without relying on Congress for any new – and hard to come by – federal investments. The idea is to create eight new research incubator programs at the Department of Energy that forge collaborations with early-stage start-ups to bring promising new ideas closer to commercial scale. In particular, the incubators would focus on promising technology pathways DOE is not currently investing in.

The incubator programs would be housed within each of the energy technology offices (except for geothermal) and leverage a small share of existing research budgets. The figure below provides the proposed budgets for the new incubators. (Note, the DOE is also continuing its existing solar incubator program.)

Each incubator is expressly aimed at emerging areas of research and technology development not “supported in any meaningful” way by existing DOE projects.

Obama’s Budget Boosts Support for Energy Innovation

President Obama released his long-awaited FY2014 budget request and while it’s unlikely the budget will be taken up by Congress in its entirety, it remains an important document. Namely, the proposal is significant because it steadfastly argues that America can continue to support next-generation industries like clean energy. In fact, the President’s proposal budgets for a number of high-profile, high-impact programs, including those aimed at growing the domestic clean energy manufacturing sector, reduce transportation fuel use, and calls on Congress to fund a new Energy Innovation Hub to transform the electricity grid.

Across the board, the FY2014 request boosts key energy innovation offices at DOE by about 15 percent compared to the FY2013 Continuing Resolution and seven percent higher than the President’s FY2013 request. The lion’s share of budget gains are aimed at the Office of Energy Efficiency and Renewable Energy (EERE), which would see a budget increase of 54 percent from FY2013 CR levels, and at the Advanced Research Projects Agency-Energy (ARPA-E),  which would see a budget increase of 46 percent.

Congress Passes Full-Year FY2013 Continuing Resolution

This year’s budget process has been complicated by a number of factors: confusion surrounding the sequestration cuts, the absence of the President’s FY2014 budget proposal, an expiring Continuing Resolution (CR), and Congress reviewing budget proposals for FY2014 and appropriations bills for FY2013 at the same time. While the FY2014 budget is yet to be decided, last week the House approved the Senate’s version of the Full-Year Consolidated and Further Continuing Resolution Act of 2013, which funds the federal government for the remainder of the 2013 fiscal year. Since the current Continuing Resolution is set to expire on March 27, the bill, which now heads to President Obama’s desk to be signed into public law, avoids a government shutdown by a matter of days.

As shown in the figure, the new CR is not very different from the old CR in terms of investments in energy innovation. The previous CR was based on FY2012 funding levels, and the new CR lowers investments in energy R&D by less than one percent from FY2012 levels.

Breaking Down the Federal Clean Energy Innovation Budget: Deployment Incentives

This is Part 4 of a series of posts analyzing and detailing federal investments in clean energy innovation. Part 1 defined “clean energy innovation.” Part 2 broke down the federal clean energy innovation budget. Part 3 took a look at federal investments in clean energy demonstration projects.

For the last couple of years, the lion’s share of debate on U.S. clean energy policy has focused on encouraging deployment – or large-scale construction and installation – of low-carbon technologies. By significantly deploying clean energy technologies, supporters say, the United States can encourage integration of emerging technologies in an energy market dominated by entrenched fossil fuel interests, spur cost-cutting economies of scale, and get started on lowering greenhouse gas emissions in the process. However, others argue that there is a necessity to designing well-constructed deployment incentives aimed at directly spurring innovation to address climate change.

Putting Numbers to DOD’s Clean Energy Innovation Endeavors

In March 2011, ITIF released Lean, Mean and Clean: Energy Innovation and the Department of Defense, a report detailing the ways in which DOD’s accredited and successful innovation ecosystem could be applied to the development of breakthroughs in clean energy technology. To expound further on these conclusions, ITIF – in conjunction with the Energy Innovation Tracker (EIT), a free and publicly accessible data source for federal investments in energy innovation – released a supplementary report: Lean, Mean and Clean II: Assessing DOD Investments in Clean Energy Innovation, which explores in detail the character of DOD’s investments in energy innovation by innovation stage, military branch, and technology. The report concludes that while all DOD investments are mission-oriented and are focused primarily on equipping and protecting the armed forces, commercial spillovers are plausible for advanced technologies with diverse applications.

According to the report, DOD has upped its energy innovation investments at a rate of about ten percent per year on average since FY2009, growing its total energy innovation budget to nearly $1.5 billion for FY2012.
