Stephen Ezell is a Senior Analyst with the Information Technology and Innovation Foundation (ITIF), with a focus on innovation policy, international information technology competitiveness, trade, and manufacturing and services issues. He is the co-author with Dr. Atkinson of the forthcoming book The Global Race for Innovation Advantage, and Why the U.S. is Falling Behind (Yale, 2012). Mr. Ezell comes to ITIF from Peer Insight, an innovation research and consulting firm he co-founded in 2003 to study the practice of innovation in service industries. At Peer Insight, Mr. Ezell co-founded the Global Service Innovation Consortium, published multiple research papers on service innovation, and researched national service innovation policies being implemented by governments worldwide.

Daniel Castro is a Senior Analyst with ITIF specializing in information technology (IT) policy. His research interests include health IT, data privacy, e-commerce, e-government, electronic voting, information security and accessibility. Before joining ITIF, Mr. Castro worked as an IT analyst at the Government Accountability Office (GAO) where he audited IT security and management controls at various government agencies. He contributed to GAO reports on the state of information security at a variety of federal agencies. He has a B.S. in Foreign Service from Georgetown University and an M.S. in Information Security Technology and Management from Carnegie Mellon University.

Richard Bennett is an ITIF Research Fellow specializing in broadband networking and Internet policy. He has a 30 year background in network engineering and standards. He was vice-chair of the IEEE 802.3 task group that devised the original Ethernet hub standard, and has contributed to Wi-Fi standards for fifteen years. He was active in OSI, the instigator of RFC 1001, and the inventor of the Distributed Reservation Protocol for Ultra-Wideband. Along with Bob Metcalfe, he co-founded the Open Token Foundation, the first network industry alliance to operate an interoperability lab. He has worked for leading applied research labs, where portions of his work were underwritten by DARPA. Richard is also the inventor of two issued patents on networking and has several patent applications pending.

Matthew Stepp is a Senior Analyst with the Information Technology and Innovation Foundation (ITIF) specializing in climate change and clean energy policy. His research interests include clean energy technology development, climate science policy development, transportation policy, and the role innovation has in economic growth.
Clifton Yin is a Policy Analyst at the Information Technology and Innovation Foundation. Prior to joining ITIF, he earned a Master of Public Policy degree with a focus on environmental and regulatory policy from the Georgetown Public Policy Institute. His master’s thesis sought to use statistical analysis to evaluate the effectiveness of California’s Renewable Portfolio Standard on encouraging in-state renewable energy generation. While a graduate student, Clifton served as a policy fellow at Americans for Energy Leadership and interned at the Environmental Defense Fund and the American Enterprise Institute.
Megan Nicholson is Research Assistant at ITIF. She graduated magna cum laude from Mount Holyoke College in May of 2011 with a B.A. in Economics and Environmental Studies. Before joining ITIF, Megan interned at the Global Environmental Facility, where she assisted with the research and writing of a publication on the organization’s 20-year contribution to eliminating barriers to energy efficiency investment in developing countries
